Central Asia and the Middle East

Republics of Tajikistan, Kazakhstan,  Kyrgyz Republic, Uzbekistan and Afghanistan

Our specialists are well-versed in the economic issues and cultural environment of Central Asia. They have undertaken assignments in education, construction, land reform and public sector restructuring. They have provided customers with solutions in corporate governance, applicability of tax regulations, secured transactions, major construction contracting issues and customs regulations.

In the rural, under-served mountain areas of Tajikistan, Kazakhstan and Kyrgyzstan, our specialists have established TVET and continuing education programs to address unemployment and skills training.

During 2010 and 2012, one of our Board advisors implemented local economic development programs in 12 Afghani municipalities under difficult circumstances.

Agricultural reform, particularly regarding land tenure, is a key area of our expertise and we have provided analysis and planning in Uzbekistan to improve tenure security while in Tajikistan we supported the government’s initiative to reform the agricultural and land market sectors by leading a Presidential appointed working group charged with legislative drafting for farm restructuring, tenure security, mortgages and alternative financing as well as developing a five year road map to continue reforms.

During 2013 our specialist supported the World Bank effort to reform the land administration system in Tajikistan, reviewing legislation and the business structure of a new government agency to assure that the pilot program was compliant with current laws and regulations. The work in Tajikistan for the World Bank continued in 2014 with feasibility planning for an electronic secured transaction registry to support access to finance.

Our experience in the region extends to in-depth knowledge of treaty and international law, working with local and central governments and the Presidential Administrations of Tajikistan, Kazakhstan and Kyrgyzstan, and developing contracts and bid solicitations for major construction projects.

We are uniquely positioned to provide business and trade advice for investors and companies in Central Asia. In the Central Asia environment, as in all other regions, we are able to pool expertise with strategic partners in ways to develop original, improved responses to complex multifaceted issues and projects.

Qatar

The Gulf is a region where we are building a presence. Beginning with a sub-contract to manage the implementation of the registration solution for The Pearl in Doha, a luxury residential, business and marina complex ultimately housing 40,000 people we are exploring the possibility of establishing an import and distribution company for mineral water and related products for a Georgian company.

Palestine

During 2014 – 2017 we are implementing a contract on behalf of the Ministry of Foreign Affairs of Finland to streamline and develop the capacity of the Palestinian Land Authority. The work will assist the Palestinian Authority to protect legal rights to land and increase the capabilities of the PLA to serve its customers and promote investment.
